This is Wyndell W. Carter, one of my Carter cousins. His father (Uncle William) was the brother of my father's mother (Donna). He was one of Uncle William and Aunt Lillian's six children.

This photo is from the collection of his brothers, Vondell & Maurice Carter, and because of his uniform, was probably taken during the 1940s. He still lives in Vienna, VA with his wife, Cora, and their two sons, Hoyt and Warren.
